Who Needs This Bond?

Contractors and home inspectors registering with the State of Alaska file this bond at the time of application. General contractors, general contractors with the residential endorsement under AS 08.18.025, mechanical and specialty contractors, home inspectors, and small-project contractors each fall into a statutory tier. Registration is state-level, and a helpful side effect appears in AS 08.18.061: a contractor registered with the state may not be required to give an additional bond to a political subdivision for a similar occupational license.

What is this Bond For?

AS 08.18.071(a) lists three promises the bond backs: payment of all taxes and contributions due the state and its political subdivisions; payment of persons furnishing labor or material or renting or supplying equipment to the contractor; and payment of amounts adjudged against the contractor for negligent or improper work or breach of contract — including damage to public facilities during a construction project. Suppliers, subcontractors, and harmed owners all sit within that protection.

When is it Required?

At the time of applying for a certificate of registration — the statute requires the bond to be filed with the commissioner as part of the application, subject to the exceptions the section itself provides. Under AS 08.18.071(c), the bond remains in effect until cancelled by action of the surety, the principal, or the commissioner, so coverage continues with the registration rather than expiring project by project.

The bond runs to the State of Alaska under Title 8 of the Alaska Statutes, covering registered contracting work from Anchorage to the smallest borough — and because of the political subdivision rule in AS 08.18.061, the state bond stands in place of duplicate local bonding for similar licenses.
